In 1964, a Republican mentor of mine studied economic development in the northeastern part of Brazil. During an interview with an American economist, he was struck by the economist’s view on the impetus for economic growth. As he paraphrased it, “The more I think about it, the more I think economic development boils down to a change of heart and a change of mind. If a society wants to remain poor, then it should keep doing economically what it's doing now. If it wants to raise its standard of living, however, and rise into a middle class existence, then, as the first step, it has to change its heart and change its mind, meaning it has to change the way it does things.”
